Do not measure too tightly, leave an extra finger.  
NECK:     Measure around the widest part of the neck where collar sits.
CHEST:    Measure behind front legs where chest starts.
LENGTH: Measure from the base of the neck (between the shoulder blades) to where the tail starts. 

For better care, wash in cold water and some light tumble dry. 

Ruffles that appear more delicate, only use delicate wash.
